| I have become convinced that the single most effective way to revitalize American democracy is to have Congress obey the Constitution. In particular, to follow Article V that says Congress "shall call a convention for proposing amendments" if two-thirds of state legislatures apply for one. That numeric requirement is the ONLY requirement specified in the Constitution. | |||||||||||||||||||||||||||||||||
